CEMARK has an exciting opportunity to join the CAPEX Projects team as a CapEx Cost Estimator who will be responsible for developing accurate and well-documented cost estimates for capital expenditure (Capex) projects across all phases—from concept and feasibility to detailed design and execution. This role ensures cost transparency, supports investment decision-making, and provides a solid basis for tendering, contracting and closing processes. The Cost Estimator works closely with engineering, procurement, project management, and finance teams to ensure that all cost elements are considered and properly justified.

Key responsibilities:

Cost Estimation Development:
- Prepare detailed cost estimates for Capex projects (construction, equipment, installation, commissioning, etc.).
- Develop multi-discipline cost breakdowns, considering labor, materials, equipment, services, logistics, indirect costs, contingencies, and inflation.
- Prepare comparative cost scenarios to support selection of optimal technical solutions.

Budget Support and Validation:
- Support preparation of investment budgets based on project estimates.
- Validate and update cost estimates during different project phases (concept, basic, detailed design).
- Ensure consistency with company cost norms, historical data, and market trends.

Tender and Procurement Support:
- Participate in the preparation of tender documentation and evaluation of commercial offers.
- Analyze contractor and supplier proposals for compliance with estimated cost assumptions.
- Support technical teams in negotiating costs based on estimation benchmarks.

Database and Standards Maintenance:
- Maintain and regularly update a cost estimation database, including unit prices, productivity rates, and benchmarking data.
- Develop and update internal cost norms and estimation templates in cooperation with engineering and procurement.

Reporting and Documentation:
- Prepare clear, structured cost estimation reports and justifications.
- Document assumptions, methodology, and risks associated with estimates.
- Ensure traceability and transparency of all cost elements for internal audit or investment approval processes.

Key requirements:

- Solid understanding of construction and industrial cost elements (civil, mechanical, electrical, automation).
- Proficiency in developing estimates at various levels (conceptual, detailed, execution-ready).
- Minimum 5 years in industrial construction estimation.
- Strong numerical skills, attention to detail, and analytical thinking.
- Ability to interpret technical documentation and translate it into cost elements.
- Familiarity with national cost estimation standards and norms (e.g., ДСТУ, СОУ).
- Understanding of permitting and regulatory cost impacts on projects.
- Ability to work closely with multidisciplinary teams, including engineering, procurement, and finance.
- Strong written and verbal communication skills to explain and justify estimates.
-Proficiency in cost estimation software (e.g., АВК, Grand Estimate, Smeta Wizard) and MS Excel.
-Experience with ERP systems (e.g., SAP) and document control platforms is a plus.
